This book, compiled from basic Buddhist writings, presents a survey of Buddhist thought in India, China, and Japan, covering the central doctrines and practices that has profoundly influenced human life in Asia. Developments in practical ethics, social attitudes, philosophical speculation, and religious and aesthetic contemplation are represented by selected excerpts from basic writings with succinct introductions and commentary. From these one may observe not only the remarkable vitality of Buddhism in its spread through Asia, but also the essential links between widely diverse forms, showing how the spiritual message of the Buddha found expression in different historical and cultural circumstances. Thus both its continuity in time and its wide range of influence mark Buddhism as a major spiritual force in the world. Buddha, as the Awakened One, has exemplified to millions of followers throughout the ages a living Truth, a dynamic wisdom and an active compassion. It is these qualities that have inspired hop and courage in men who were asked to face to the stark reality of man's condition: the inevitable involvement in suffering which arises from his persistent egoism and refusal to recognize his finitude. This is an important resource for anyone who wants to use Chinese historical statistics. The author traces the evolution of China's Maritime Customs service, explains how the service compiled trade statistics, and shows readers how to obtain, organize, and interpret Customs statistics. The book includes a CD, with a large collection of Customs data in Excel spreadsheet format. China Maritime Customs, which operated on the mainland from 1859 through 1948, left a massive trove of statistical returns, business studies, and annual reports. These documents, produced in English and available to the general public, provide a comprehensive record of China’s shipping and trade--and of trade and commercial development in each ‘open’ port city and its hinterland. While national data are fairly easy to find in published compendia, using port-specific data generally requires delving into the original Customs documents. This book guides the reader through those documents, explaining what sorts of information are available in them, where to get them, and how to use them effectively. It shows readers, in particular, how to gather, interpret, and use statistics that pertain to specific ports, regions, and commodities. The three components of this book collect and organize a wealth of essential information. ---A concise history explains the origins of the Maritime (or ‘foreign') Customs, shows how its responsibilities and geographical presence changed over time, and describes how it gathered and compiled trade statistics. ---Sixty-five spreadsheets, on a CD included with the printed volume, contain a large and unique set of trade data drawn directly from Customs documents. Most of these data pertain to individual ports, in some cases tracing their trade histories for periods of almost 90 years. ---A case study makes extensive use of data on the CD, painting a detailed portrait of the tea trade at ports in Fujian province. This case study points out pitfalls in the data and explains how to avoid them. It shows the reader how to compile series of statistics that take account of variations in coverage and statistical practice, and suggests how port-specific data series can illuminate patterns of trade and development in China’s regions. Maps, graphs, tables, and sidebars supplement the main text. Seven additional texts on the CD show how the spreadsheets were constructed and provide item-by-item explanations of the data they contain. [less]

Today opponents of large-scale dam projects in China, rather than being greeted with indifference or repression, are part of the hydropower policymaking process itself. What accounts for this dramatic change in this critical policy area surrounding China's insatiable quest for energy? In China's Water Warriors, Andrew C. Mertha argues that as China has become increasingly market driven, decentralized, and politically heterogeneous, the control and management of water has transformed from an unquestioned economic imperative to a lightning rod of bureaucratic infighting, societal opposition, and open protest.Although bargaining has always been present in Chinese politics, more recently the media, nongovernmental organizations, and other activists―actors hitherto denied a seat at the table―have emerged as serious players in the policy-making process. Drawing from extensive field research in some of the most remote parts of Southwest China, China's Water Warriors contains rich narratives of the widespread opposition to dams in Pubugou and Dujiangyan in Sichuan province and the Nu River Project in Yunnan province.Mertha concludes that the impact and occasional success of such grassroots movements and policy activism signal a marked change in China's domestic politics. He questions democratization as the only, or even the most illuminating, indicator of political liberalization in China, instead offering an informed and hopeful picture of a growing pluralization of the Chinese policy process as exemplified by hydropower politics. For the 2010 paperback edition, Mertha tests his conclusions against events in China since 2008, including the Olympics, the devastating 2008 Wenchuan earthquake, and the Uighar and Tibetan protests of 2008 and 2009.
